During the last FOSDEM 2019 event, Jean-Baptiste VLC and VLC President presented a detailed presentation of the many plans they had to upgrade the program and make it a new upscale interface, and also showed many new interface images for the VLC they work in.

VLC 4.0 will have a new media library in the desktop version and in the iOS version, in the same way as the VLC version of Android, and the latter seems to be undergoing several changes.

As for the desktop version, the changes seem to focus primarily on the version of Windows, and in Linux on those distributions that use environments like KDE Plasma 5 and Gnome.
In addition to the design, VLC will support virtual reality and 3D movies, improvements in audio and video synchronization, UPnP processing, HEIF file support, Dash / Webm, TTML, AV1, WebVTT, SMBv2 / v3 and much more.
You can access this PDF document for more details, or you can see the full video of the presentation. If you want to try VLC 4.0, you can take advantage of the night versions available on the VideoLAN servers, but you will not be able to enjoy the new interface at this time, because these changes have not yet been implemented in public versions.
