Faced with this lack of information and this blur on the situation, Samsung allows US consumers to cancel their pre-order unconditionally. Those placing an order are invited to contact Samsung to confirm their purchase and their willingness to purchase the smartphone. Without a response from them by May 31, 2019, the manufacturer will automatically cancel the pre-order. Samsung USA manages the file rather well.
